A memorandum was submitted to the Governor by Poura Grandhayala Seva Samithi urging that the land belonging to Visakhapatnam Zilla Grandhalaya Samstha (VZGS) in the heart of the city be restored to it.

The signatories included former Vice-Chancellor of Andhra University K. V. Ramana, MLC M. V. S. Sarma, former Union Energy Secretary E. A. S. Sarma, former IES officer C. S. Rao, former assistant commissioner of police F. R. Khan, Samithi president B. L. Narayana, Insurance Corporation Employees Union president N. Ramanachalam, C. A. S. Prabhakar and N. Sambasiva Rao of SBI Officers Association and Staff Union respectively.

Recalling that the government terminated the lease-cum-development agreement of the library site after default by the lessee firm in May 2014 , they said the firm (then Pratyusha Associates Shipping Private Limited) was now contesting the cancellation of the lease.

They represented that VZGS had its own funds to take up construction of building for the library which was now being run in a congested private accommodation.

They also brought to the notice of the Governor the declaration made by the HRD Minister in the Legislative Council that government would soon take back the land and construct the library building with the VZGS funds.
