A Comprehensive Finance Management System (CFMS), a paperless, seamless, dynamic and real time management of both financial and human resources, will be implemented in Krishna district from April 1 on a pilot basis, Finance Principal Secretary P.V. Ramesh announced here on Wednesday.
Speaking to the media, along with Krishna Collector Babu. A, the principal secretary said that Chief Minister N. Chandrababu Naidu had instructed to try out the system in the district and then extend it to the remaining 12 districts from July 1. The system involved automation of all government processes relating to preparation of budget, release of funds, incurring of expenditure and processing of bills by the officials concerned at the district level treasuries. Preparation of accounts, maintenance of employee data, attendance, leave position and other related aspects would also be automated under the system, Dr Ramesh said.
The Collector would get the complete picture at any given moment by simply looking at the Dash Board of this “pro-active tool”, he said. The software for the web-based system was entirely new.

The Treasury Department had already been provided the required hardware. The other departments could purchase the required hardware, Dr Ramesh said.
The system of pay bills would be done away with and money would be transferred directly into the accounts of government employees, pensioners and the beneficiaries of the different schemes.
The Collector said that the CFMS would be first implemented in Revenue, Social Welfare, Rural Water Supply, Municipal Corporation and Treasury Departments. It would be implemented in the other departments in two or three weeks, he said.
