e-governance project a hit

The implementation of e-governance project has proved to an effective system in disbursing essential documents, including community and nativity certificates, to the needy through a single window system in the district.

The project, which was launched in Srirangam taluk on a pilot basis in 2014, was extended to the other eight Taluks, including Thottiam, Mannachanallur, Thiruverumbur and Manapparai, in January 2016.

As per the initiative, as against the old system of seeking certificates directly with the Village Administrative Officers, Revenue Inspectors and Tahsildars concerned, applicants were asked to provide basic details with the system operators of Common Service Centres.

The system operator would process the applications and forward them to respective VAOs and in turn to RIs and Tahsildars.

After completing the process, they would resend the certificate to the Common Service Centres. It would then be handed over to the applicants concerned with digital stamp.

Right from the receipt of applications and distribution of certificates to the beneficiaries, all process is being done online. Except on demanding circumstances, the system does not require the applicants to make their presence with the officers concerned. Moreover, there are provisions for the Collector to monitor the process daily.

He gets automated messages on his mobile on details of progress daily.

Though the project was started on a dull note due to lack of awareness, it gained momentum as the benefits of the project received a positive impact among the people.

There are long queues in CSCs, suggesting that it has become a hit among the people. The data indicated that the district had performed well in implementing the e-governance project.

According to the data available with the National Informatics Centre (NIC) in Tiruchi, a total of 5.38 lakh persons have so far been issued with various forms of revenue and other certificates since the launch of the project.

Of them, income certificates top the list with 2,56,464, followed by 1,59,861 nativity certificates. Similarly, 1,04,978 community certificates have been issued so far.

“The whopping number of beneficiaries shows that it is well received by the people in the district. Most of them have received the needy certificates within 10 days from the date of submission of details without visiting the revenue officials concerned,” says K.S. Palanisamy, Collector.

He said that 197 Common Service Centres had been functioning in the district to process the applicants’ details.

Besides the basic revenue certificates, 1872 sub-division pattas and 15031 undivided patta transfer certificates were also issued to the beneficiaries.
