The new State Policy on Solid Waste Management lays out roles and responsibilities for waste generators too. Every waste generator, including households and institutions, have to segregate and store waste generated by them in three separate streams - bio-degradable, non bio-degradable and domestic hazardous waste. The biodegradable waste has to be processed within the premises as far as possible. The residual biodegradable waste and the non-biodegradable waste can be handed over to the Green Task Force, formed by the local body, or other authorised waste pickers. The same is expected of street vendors, restaurants, shops, super markets and other establishments.
Construction and demolition waste should be stored within the premises and the local body has to be informed for its disposal as per the Construction and Demolition Waste Management Rules, 2016. Discharging untreated and unsafe water to water bodies will be made a non-bailable offence. All gated communities and institutions with more than 5,000 metre square area should ensure composting or bio-methanation of biodegradable waste as far as possible by themselves or through service providers. While organising an event or gathering of more than one hundred persons at any unlicensed place, the local body has to be intimated at least three days in advance. The organiser should ensure handing over of the segregated waste to a waste collector or agency specified by local body.
