Right of the public
According to City Police Commissioner H. Venkatesh, if the condition of the road is affecting the right of the public to unobstructed movement, legal action can be initiated against the person/agency responsible for it.

This is as per provisions of the Kerala Public Ways (Restriction of Assemblies and (Processions) Act, Section 3 of which specifies that the public have the right to unobstructed movement by vehicles on carriage ways and on foot along footpaths.
When pointed out that the slapdash manner of restoration of several dug up roads in the city were causing severe traffic issues apart from posing danger to commuters, the Commissioner said the police were yet to receive any complaints.
“But if anyone lodges a complaint with us, we will serve a notice and definitely take action,” he said.
