The Kudumbasree Mission’s efforts to extend its Micro-Level Planning (MLP) programme, a planning process at the grassroots level, to Scheduled Tribes (ST) colonies across the State will be launched formally here on Wednesday.
The MLP, which for the first time is involving people from the 4,668 ST hamlets in the State, has already completed a trial run of sorts, completing the procedures in one panchayat each from all the 14 districts in the State. On Wednesday, Minister for Social Justice M.K. Muneer will launch the programme for all the hamlets, Kudumbasree Executive Director K.B. Valsalakumari said here on Tuesday.
The programme to be carried out by trained personnel, including members of the ST colonies, will collect information on the issues, requirements, available resources, and possibilities for development for each hamlet and draft a plan incorporating the suggestions and recommendations of the ST members themselves. Stating that it was the first time such an exercise was being done in all tribal hamlets in a State, Ms. Valsalakumari said a report on the MLP done in the hamlets of Kuttichal panchayat here would also be released.

The programme would involve formulation of development projects as per the requirements of each hamlet and compilation of such projects and studies at the panchayat, district, and finally, the State-level. The reports would be given to the departments concerned.
The programme, Ms. Valsalakumari said, would go a long way in helping the government tackling the possibility of Maoists gaining influence in 1,055 hamlets in 14 hotspots in eight districts, identified by the Home Department. This would be by way of identifying issues that could be highlighted by the Maoists and initiating remedial measures before the extremists could manipulate people to their advantage.
The launch would be at 4 p.m. at the Mascot Hotel here. Home Minister Ramesh Chennithala and Minister for Welfare of Scheduled Tribes P.K. Jayalakshmi will be present.
