The capital city has ranked second after Mumbai in terms of proper civic systems in an annual survey conducted by Bengaluru-based Janaagraha Centre for Citizenship and Democracy. The city came second in the survey conducted in 2014 also.
The annual survey, third in a series, evaluates the performance of 21 cities, across 18 States, including all capitals on four parameters: urban planning and design (spatial planning, urban design standards), urban capacities and resources (municipal finance, municipal staffing, performance management, and process efficiencies), empowered and legitimate political representation (powers, functions, legitimacy of city council, and elected leaders) and transparency, accountability and participation (public disclosure of civic data, accountability for service levels, and citizen services).
Thiruvananthapuram’s overall score stood at 4.2, with the capital city scoring 6.4 points under the empowered and legitimate political representation category and 5.7 under transparency, accountability and participation front.

While in the urban planning and design, the city has scored 2.4, it has achieved 2.3 points in urban capacities and resources. As per the report, Indian cities continue to score in the range of 2 to 4.2 on a scale of 10, as against the global benchmark of London and New York, which have scored 9.4 and 9.7 respectively. With 11 principal questions and 83 detailed parameters, the survey is intended to serve as a health diagnostics of cities. For a key question such as whether the city is truly democratic, it has scored an impressive 9.5 points on the scale, far ahead of all other cities.
However, it has scored 0.0 for the question whether the city has effective mechanisms to deter plan violations.
