Examinations should not be reduced to a mechanical process for gauging memory, aptitude and general knowledge of a candidate. Malayalam proficiency test should form part of the examination process. Fixed scores should be set for testing these skills, he said.

Despite the increasing demand for entrusting recruitment to more agencies with the commission, appointment to a large number of institutions, mainly aided schools for which the government meets the salary and pension bills, still remain outside the ambit of the commission. Neither reservation nor social justice norms are being observed in appointments to such institutions, he said. Special recruitment for Scheduled Castes, Scheduled Tribes as well as the differently abled should be conducted with due diligence. Mayor V.K.Prasanth welcomed. Union president S.Jayakumar presided and general convener V.B.Manu Kumar proposed a vote of thanks.
