A meeting of the District Development Committee held on Saturday decided to crack the whip on those found guilty of dumping food and toilet waste along wayside, leading to the proliferation of stray dogs.
Waste and stray dogs dominated the meeting, which observed that the twin issues posed grave challenges in the long run. District Collector M.G. Rajamanickam directed the police to seize vehicles found used for dumping toilet waste and to slap the guilty under IPC section 107. Provisions of the rules governing public health would also be invoked.
Mr. Rajamanickam said local bodies had failed in facilitating proper waste disposal and creating awareness among people. Decision taken at the last meeting to close down illegal abattoirs in West Kochi had not yet been implemented, he said.

The meeting also discussed the sorry state of roads in the district. The collector shared a Facebook comment he received on the potholed road, leading to Infopark. PWD executive engineer attributed the delay to the non-receipt of tender committee. The collector came down on the Kerala Water Authority for its practice of digging up newly laid roads and urged for better coordination among both the departments.
Jose Thettayil, MLA, lamented the dilapidated condition of most roads in Angamaly and attributed it to lack of proper pre-monsoon works.
Forest department said fencing works along forest borders to check intrusion of wild elephants was under progress. However, T.U. Kuruvilla, MLA, said elephants still ventured into thickly populated areas and damaged crops in places like Maamalakkandam road.

Mr. Rajamanickam asked the RTO to look into the complaint of private buses not operating service after 6 p.m. in Manjummal.
