HC orders shifting of asylum inmates

The Kerala High Court on Thursday ordered shifting of inmates belonging to Madhya Pradesh, Uttar Pradesh and Gujarat from the Palluruthy Relief Settlement to the mental health centres of their native States in three phases.

Justice Thottathil B.Radhakrishnan issued the order from Bangalore and sent it through an email to the Registrar General of the High Court after considering the report submitted by the Kerala State Legal Services Authority (KELSA).

The court also directed that the three inmates of the Thrissur Mental Health Centre hailing from Uttar Pradesh also be shifted along with the inmates of the settlement.

The court directed the Railways and Railway Protection Force, and the police to provide adequate facilities including security for their transit till they reach their respective States. Kochi Corporation had been directed to depute one psychiatric social worker and a female attendant to accompany the inmates to Uttar Pradesh.

In its report filed as directed by the High Court, P. Mohanandas, member secretary of the Kerala Legal Services Authority said that while nine inmates in the settlement belonged to Uttar Pradesh, nine hailed from Madhya Pradesh.

There were four Gujaratis in the settlement. The officials of the settlement had now informed the secretary that from among the list of nine persons belonging to the State of Uttar Pradesh, Gaya Prasad died and Gopalji Maria Singh had absconded from General Hospital, Ernakulam. Meanwhile, Lakshmi from Kanpur has been included in the list.
