GHMC replaces TIP with CLDP focusing on basic amenities with Rs.753- cr. outlay

The Greater Hyderabad Municipal Corporation (GHMC) has decided to tweak the Total Infrastructure Programme (TIP) and expand it into a City Level Development Plan (CLDP).

Under the refurbished plan, projects are to be taken up in the entire city including the core area along with improvement of basic amenities in the suburbs with a total outlay of Rs.753 crore.

Of the outlay, Rs.600 crore would be raised as loan from the financial institutions for which the government has already given permission. To service this loan, a uniform 5 per cent property tax surcharge is to be levied in areas where works are scheduled. Most funds are for bridges and road-widening.

Estimated cost for building eight flyovers at Tolichowki, Amberpet, Balanagar junction, Ashoknagar Bridge, Rail over Bridges at Kandikal Gate and Road under Bridges at Uppuguda, Tukaramgate and Safilguda has been put at Rs.234 crore.

Road-widening would be at Saidabad, Barkas, Mogulkanala to Puranapoool, Bazar Ghat, Rehmathnagar, Kavadiguda, Dammaiguda, Kothapet crossroads to Nagole crossroads, Botanical Gardens to old Bombay road, Hotel Volga to Fateh Darwaza to Chandulal Baradari, Shad Café to Puranapool, Tarnaka to Lalapet, Shantinagar road- Lalapet, Bank colony to L.B.Nagar, Gandhinagar to Jagadgirigutta, Gajularamaram to Kukatpally – Rs.225 crore

Link roads

Link roads to be taken up at a cost of Rs.94 crore – Hi-Tec City station to Borabanda, Dargah junction to O.U. colony in Serilingampally, Moosapet lake to railway line via IDL, Ambedkar University to Kavuri Hills, Madhapur to Moosapet to Malaysian Township, Madhapur to Rahejas IT Park and Miyapur to Yellammabanda road.

Sum of Rs. 50 crore each has been earmarked for improving 50 junctions in phases, River Musi rejuvenation project and construction of new council hall. Big parks and lake bunds are to be developed at a total cost of Rs.20 crore - Miralam Tank, Errakunta lake, Vasantnagar (four acres), Shapur (nine acres) and Rock Garden (33 acres).

Major division

Another major division is to build footpaths across 50 km dense traffic corridors – Lakidikapul-Rethibowli, Liberty-M.J.Market, Liberty-Nallakunta, Hindi Mahavidyalaya-RTC crossroads at a cost of Rs.30 crore.

Discussions held

Commissioner M.T. Krishna Babu firmed up the CLDP after holding discussions with the Mayor, city MLAs, floor leaders of the civic body and the Standing Committee before submitting it for approval.

His predecessor Sameer Sharma had earlier proposed to take up basic amenities in the suburbs which had merged into GHMC utilising the loan plus putting a tax surcharge.

“We have allocated the works and funds in such a manner that the core city gets 2/3rd and suburbs get one-third considering the pressure on civic infrastructure. We have taken care to see that all the areas are covered by some project or other, explained senior officials.
