State-level employees’ distribution likely from April

Things are slowly falling in place for distribution of State-level employees with 72 out of 89 departments notifying the bifurcation of cadre posts and objections submitted to the Kamalnathan committee for its consideration.

The committee last week started the process for seeking options of employees to indicate their choice of State based on nativity.

It made the options available to eight small departments first so as to test the software, observe any issues and stabilise it before taking up options of employees from bigger departments. Based on options and given parameters, allocation of employees will be done automatically by the software.

“As and when options are received from employees in departments where division of posts were notified, they will be processed for allocation in about a month and the provisional allocation will be notified.

This will facilitate employees in substantial number of departments to move to their respective departments in both the States by April or even before that provided there were no objections” sources said.

As the cadre posts were bifurcated with the consensus of HoDs of both the States and being uploaded to bring in transparency, committee is confident that though it has been taking time, it will not result in disputes later.

Employees were given two weeks’ time to give their options online and also submit hard copies to the respective HoDs for preparing draft allocation list that will be cross checked with the database of the committee before issuing provisional allotment.

However, the secretaries of GAD (State Reorganisation) in both the States were also involved in budget preparation exercise for the ensuing budget session, sources said it could impact the allocation of employees work.

In 12 departments, however, consensus is yet to be reached over division of posts. Some among them are Health, Tribal welfare, Excise etc. In health sector, initially Nursing College, Dental College, MNJ Cancer Hospital were considered local institutions depending on territorial location. Another issue was division of excise constables deputed to Grey Hounds.

As the constables were drawn entirely from Zone VI instead of all zones for deputation to Grey Hounds, it was now suggested that posts should be distributed to all the zones.
