With the Union Cabinet on Thursday slated to endorse the decision of the UPA and the Congress Working Committee to carve out a separate Telangana, the State government is expected to soon constitute a reorganisation cell headed by the Chief Secretary or an officer of equivalent rank to deal with all service matters.
Chief Secretary P. K. Mohanty was summoned to New Delhi on Tuesday to discuss some of these matters relating to bifurcation of the State.
The Ministry of Personnel, Public Grievances and Pensions, Government of India, had advised Bihar, Madhya Pradesh and Uttar Pradesh Chief Secretaries to establish such cells when three States of Jharkhand, Chhattisgarh and Uttaranchal were formed. It had also issued guidelines to the respective States on provisions relating to service matters of State services other than All India Services.

In addition to the reorganisation cell by the State government, the Centre is expected to constitute a State Advisory Committee for assisting the Central government in regard to discharging of its functions in connection with State government employees, to ensure fair and equitable treatment to the employees and for proper consideration of representations.

The State Advisory Committee would finalise the distribution of posts between the successor States keeping in view the administrative structure of the departments as well as the work requirement. The final allocation would be based on the distribution of posts to be finalised by the State Advisory Committee.
According to the guidelines issued then, all recruitments, transfers and pending proposals for creation of new posts and conversion of temporary into permanent posts were to be kept in abeyance.
The employees would need to fill a form giving their preference for posting to a particular post and briefly state the reasons.
