Justice M. S. Ramachandra Rao of the Hyderabad High Court on Friday stayed the announcement of results of Telangana State-State Eligibility Test (TS-SET) 2017.

Qualifying in TS-SET is the basis for recruitment and promotion to teaching posts in colleges and universities in the State. These interim orders were passed in a writ petition filed by Elchala Dathatri, a research scholar.

He submitted to the court that notification was issued in February announcing the criteria to finalise the list of persons who will qualify in the TS-SET. The examination was conducted on June 11. The new criteria were announced in the last week of June 2017.

He contended that such change in criteria was wrong. The respondent authorities said that they changed the criteria after they had received a letter from the University Grants Commission (UGC) in May 2017.

The judge said that this amounted to “changing the rules of game after the game started” and declared that this was “impermissible.”
