Special Committee formed to fix compensation for the owners in metro rail corridors

Owners of 86 properties on the Narayanaguda-Chikkadpally road categorised as occupants of the Government Vested Municipal (GVM) properties will be getting about Rs. 35,000 per sq.yard as per the price decided by a special committee for widening roads across the three metro rail corridors.

In all, the Greater Hyderabad Municipal Corporation (GHMC) has drawn up an action plan to take over more than 500 properties on some of the busiest road sections by December end, said Additional Commissioner (Planning) K. Dhananjaya Reddy. While the right of way for the elevated metro rail is 100 ft roads, the government has decided to go for 150 ft to 200 ft in certain sections to facilitate smoother flow of traffic during construction and also as per the master plan specifications.

A high powered committee consisting GHMC Special Deputy Collector of Land Acquisition, Executive Engineer of Hyderabad Metro Rail's respective corridor and HMR General Manager (Land Management) apart from Mr. Reddy was formed to fix ‘ex gratia’ for owners of GVM properties to speed up land acquisition across the three routes.

The panel had also finalised a rate of Rs. 35,000 for about 19 GVM properties on the L.B. Nagar-Chaderghat road and Rs. 32,000 for some properties on the Chaderghat-Model School road. It had first had fixed a price of Rs. 45,000 for GVMs identified on the Greenlands-Ameerpet road though the land acquisition process for the stretch is currently in the High Court.

Coast is as good as clear for the first two stages where the construction of piers is in full swing – Nagole to Mettuguda on first stage (Line Three - Nagole to Raidurg) and second stage of Miyapur to S.R.Nagar (Line One – Miyapur to L.B.Nagar). Last week, the civic body has begun demolishing 26 properties near ‘Maqbara’ (Erragadda) following prolonged negotiations and agreement on compensation of Rs.45, 000 a sq.yard.

“Most had notarised documents and there was a mistaken notion that GVM properties would be acquired without any compensation. They were convinced once compensation amount was announced and cheques were issued,” explained Mr. Reddy.

There were also issues of pending court cases in the civil and high courts, improper documentation of relevant papers as per the Land Acquisition Act, revalidating cheques prepared due to time lapses and reissuing the draft notification in a few cases leading to a considerable slow down in acquiring properties.

As per the latest schedule: For Line One, cheques are ready to be issued to 20-25 properties on the Chaderghat-Model School of the 57 properties and land acquisition process was initiated for 27 properties on Rangamahal-Jambagh road among which are a dozen GVM buildings.

Talks are on with six property owners on Lakidikapul-Nirankari Bhavan road, six more properties from Khairatabad junction to Punjagutta and another six till Ameerpet. Onwards till Erragadda there are 11 properties to be taken over at Sundarnagar and 53 other properties are in various stages of acquisition, he said.

Apart from 16 buildings identified near the Bharatnagar station, 297 properties will be acquired between Erragadda-Kukatpally to widen the road to 200 ft. A draft notification to take 114 plus 50 properties has been issued.

For Line Two - Jubilee Bus Station (JBS) to Falaknuma, 250 land acquisition awards were passed for properties between Musheerabad to Narayanaguda, 158 handed over and 93 are in different stages. From Narayanaguda-Kachiguda, 71 buildings are to be acquired with 18 of them Central Government owned, the additional commissioner added.
