Corruption is rampant in civil service and young trainee officers set to join the service should not to “stretch themselves to earn money by underhand dealings”, said Governor E.S.L Narasimhan.
He was addressing the valedictory of a 15-week foundation course for officer trainees of all-India services and Central civil services at M. Channa Reddy Human Resource Development Institute here.
Asserting that “honesty and trust” had taken a beating in the civil service, Mr. Narasimhan said this was in spite of the fact that there was no dearth of pay and emoluments for serving officers.

He warned the large group of youngsters from various streams of civil service that their good and bad deeds will be known as their activities were hard to hide. Their life was an open book. The first ten years of their service was critical and, if they failed during the period, they failed throughout even if they turned out to be brilliant civil servants in the later part of their career.
He said civil service was one of the best jobs as the recruits served the society. There was a scope for playing a positive role in discharging duties since government programmes were supposed to reach the targeted sections of the society. The expectations of people from the government also went up. However, the government could not fulfil its mandate without efficient civil servants.
