Delhi Lieutenant-Governor Najeeb Jung was not on the list of names recommended by the Union Home Ministry for appointment to the post, an RTI reply has revealed.
He was eventually appointed to the post, superseding all other nominees. According to the Home Ministry’s reply to RTI activist Subhash Agarwal, Dr. Jung’s name was proposed by then Home Secretary R.K. Singh.
The initial list prepared by the Ministry in October last year included former Chief election Commissioner S. Y. Qureshi, former Chief Secretary of Rajasthan Salauddin Ahmed, former Secretary (Border Management) in the Ministry of Home Affairs Anwar Ahsan Ahmed, former Additional Chief Secretary of Karnataka Shamim Banu and former Chief Secretary of Bihar G. S. Kang.

“It is relevant to mention that the person to be appointed as the L-G should be have a background of dealing with administrative assignments. The job requires administrative experience as, in Union Territories, much of the responsibility of the L-G is administrative in nature. Therefore, people with vast administrative experience are generally chosen for the post,” said the Ministry’s note, recommending five names for the post.
But a note prepared by the former Home Secretary on June 6 proposed Mr. Jung’s name for approval by the Prime Minister and the Home Minister.
“It is proposed that Najeeb Jung, IAS (retd.), may be appointed as the Lieutenant-Governor of the National Capital Territory of Delhi in place of Tejendra Khanna,” said the note.
