Accepting that poor healthcare infrastructure was a major bottleneck in the quality of life for Delhiites, Finance Minister Manish Sisodia announced the setting up of three new hospitals and 500 ‘mohalla clinics’.
“We are planning to set up 500 mohalla clinics and five centralised labs with modern facilities in North, South, East, West and Central Delhi for patients visiting these clinics,” Mr. Sisodia announced.
He maintained that his government has also planned to remodel and upgrade 11 existing hospitals by adding 4,000 more beds in next two years. He has proposed a total expenditure of Rs.4,787 crore on health in 2015-16. This includes plan budget of Rs.3,138 crore, 45 per cent more than the plan expenditure of Rs.2,164 crore in 2014-15 .

The government is also planning to set-up an advance trauma care centre for sports injury rehabilitation at Lok Nayak Jaya Prakash Narayan Hospital (LNJP) with 100 trauma beds, including ICU and OT facilities.
To ensure transparency for patients from the economically weaker sections, the government has announced online booking of free bed facility in 42 private hospitals.
The government will also introduce a ‘health card’, to be issued individually to maintain health data, record of registration and treatment at different State hospitals.

For poor patients suffering from kidney failure, 40 units will be made functional at Rajiv Gandhi Super Speciality Hospital and LNJP hospital. “Further, 35 more units will be set-up in the current financial year.”
The existing fleet of CAT ambulance is proposed to be enhanced by 100 basic and 10 advanced standard life support ambulances.
To ensure food safety, the government has opened a facilitation centre for registration of food business operators and the entire process for issuance of license has been made online to reduce transaction cost and enhance transparency.
He said the construction of the 100-seater Dr. Baba Saheb Ambedkar Hospital & Medical College Rohini was complete.
