Delayed promotion, low pay driving doctors away from UCMS

Mass exodus of faculty members at the University College of Medical Sciences (UCMS) has come under the scanner again this week with doctors here writing to Union Human Resource Development Minister Smriti Irani informing her that the reason behind doctors resigning from the college is “delayed promotion and low pay package”.

“This problem is compounded by the fact the UCMS faculty is drawn from two separate cadres. One cadre is from the Delhi Government – which gets promoted in a time-bound manner without interviews – and another is employed by Delhi University where no promotion has been given over the last five to six years. This duality is prone to causing more litigation in future,” said over 25-UCMS faculty members in their letter to the Minister.

The group has demanded that the HRD Ministry look into and honour the Union Cabinet decision to implement transfer of UCMS to the Delhi Government. In their letter, the group has stated although the Dynamic Assured Career Progression Scheme (DACP) has already been approved by the University of Delhi, it is eyewash as it was implemented from backdate (2008 as mentioned in gazette notification) and it is not the same as the DACP of the Central Health Services (CHS) under the Union Ministry of Health and Family Welfare.

“It has nearly been a year since it was approved, but the salaries have not been readjusted. The University of Delhi is playing delaying tactics and further harassing us. We request the Ministry to instruct the University of Delhi to implement gazette notification retrospectively in toto (as per the Central Health Service 2014 rules),” said the faculty members.
