Says complainant did not follow rules before moving court

A court here has dismissed on technical grounds a complaint seeking directions to lodge a case against two constables and an SHO of the Delhi Police for threatening and demanding a bribe ₹3 lakh to allow an alleged unauthorised construction in a factory building in west Delhi in 2015.

‘Complainant abused’

The factory owner, Chander Shekhar, had alleged that the constables posted at the Khyala police station had demanded the money to permit the construction at the instance of the then SHO of the police station.

The two constables had also allegedly abused and assaulted the complainant and his wife. Dismissing the complaint, Special Judge Hemani Malhotra said Mr. Shekhar had not followed the guidelines before moving the court for directions to lodge a case.

The court also imposed a cost of ₹10,000 on Mr. Shekhar.
