NHRC notice to Haryana

The National Human Rights Commission (NHRC) on Wednesday issued notices to authorities in Haryana over the recent gang-rape of a 21-year-old in Rohtak by the same persons who had assaulted her three years ago in Bhiwani.

Taking suo motu cognisance of media reports that the gang-rape survivor had been assaulted by the same accused again, the NHRC issued notices to the Haryana Chief Secretary and Director-General of Police calling for a report on the incident to be submitted in four weeks.

The NHRC observed that the contents of the media reports, if true, painted a worrisome picture and reflected poorly on Haryana’s law and order situation. The survivor had been gang-raped by five men in Bhiwani in 2013. She had moved to Rohtak to get away from the accused, two of whom were out on bail. Last week, she was allegedly abducted by the same perpetrators from outside her college in Rohtak and gang-raped again.

The woman and her family had allegedly not been given any security even after two of the accused had been pestering them to reach a compromise in the 2013 case. Her family had filed a case demanding the arrest of the remaining three men, and the re-arrest of the two accused out on bail.
