The Delhi Cabinet on Monday approved the signing of a memorandum of agreement between the State Department of Training and Technical Education and Bharti Walmart for providing free skill development training to all the enrolled students to assist them in obtaining gainful employment.
The Cabinet also approved of extension to existing higher educational institutions to run approved courses from “Lal Dora” land from the current academic year 2010-11.
Talking to media persons later, Chief Minister Sheila Dikshit said since there was a shortage of skilled manpower in Delhi the Government had decided to ink an MoA with Bharti Walmart to improve the employability of youth by offering them short-term vocational certification courses. This, she said, had been done as per instructions from the National Skill Commission and broad policy guidelines of the Planning Commission.

Ms. Dikshit said the collaboration between the Department of TTE and Bharti Walmart would go a long way in helping and defining the vision of skill development for increasing the employability of the youth in Delhi. As per the terms of agreement, Bharti Walmart will establish Bharti Walmart Skill Centers at the Vir Savarkar Basic Training Centre to provide free training to all students enrolling there.
All expenses on the training will be borne by Bharti Walmart which will also provide all administrative and support services at its own cost. It will also work towards ensuring that the trainees get decent wages on successful completion of training. The training will be imparted between 4 p.m. and 8 p.m. on all working days and from 9-30 a.m. to 6 p.m. on Saturdays and Sundays.
The ownership of the classrooms and facilities will remain with the Government which will provide complete autonomy to Bharti Walmart to modify the syllabus as per the industry requirement from time to time.

Ms. Dikshit said the Cabinet has also decided to extend the functioning of existing higher educational institutions to Lal Dora, extended Lal Dora, agriculture land, school buildings and other non-conforming areas from the current academic year 2010-11.
Stating that this decision had been taken to provide continuity of education to institutions affiliated to Guru Gobind Singh Indraprastha University, the Chief Minister said these institutes were also granted extension for 2007-08, 2008-09 and 2009-10. The institutions will also be allowed to increase the existing courses subject to availability of enough built-up space with them. However, they would not be allowed to carry out new construction for adding new courses or increasing the intake of existing courses.
