In Russia, the peace question.

A wireless Russian official Communique [of November 24] says: The all-Russian Congress of Workmen and Soldiers’ Delegates has ordered the Council of People’s Commissaries to assume power and offer all belligerents an immediate armistice for the purpose of opening pourparlers for a democratic peace. This offer will be made when the Council’s power is firmly established in all important districts in the country. A draft message to this effect has already been communicated to the Allied plenipotentiaries in Russia. Meanwhile the Council has ordered the Commander-in-Chief forthwith to offer enemy commanders an armistice for the purpose of peace pourparlers, to keep the Council informed telegraphically of the progress of the pourparlers and sign the preliminary act only after the Council approves. The above Communique is signed by M. Lenia, President of the Council, Trotzky, the Minister for Foreign Affairs, and three others.
