MADURAI: The Madras High Court has decided that no visitor will be denied an audience with the Chief Justice without his knowledge. The decision has been taken by Administrative Committee comprising senior judges.

The committee has also imposed restrictions on the role played by its Registrars, Deputy Registrars, Assistant Registrars and Sub-Assistant Registrars in taking administrative decisions related to the court.

Elaborate guidelines, ranging from the movement of the Registrars on the court premises to their participation in official meetings, have been laid down for the officers in the principal seat in Chennai as well as Madurai Bench.

According to a circular issued by Registrar General R. Mala on January 19, the officials should not give opinions or suggestions to the Chief Justice while placing the relevant files before him for passing orders.

They should only highlight the relevant rules and regulations with regard to the issue before the Chief Justice and leave it to him to assess the matter independently before taking an appropriate decision.

The officials were prohibited from attending the Full Court (all judges) or Administrative Committee or any other judges’ committee meetings. They should wait outside the meeting hall and enter only when called for.



The circular also stated that Registrars should remain in their chambers but for visiting sections related to their portfolio. They could meet the Chief Justice and bring relevant matters to his notice only when he is not presiding over court proceedings.

The Chief Justice should be duly informed of the visitors and they should be allowed to meet him as per his instructions. The visitors should be asked to wait if the Chief Justice happened to be in a meeting or engaged in other work.
