Judges and corruption

Sir,— The Bar Association of the Punjab and Haryana High Court has sought Presidential support in making a reference to the Supreme Court for laying down parameters for the judiciary since three judges of the High Court found fault with by the former Chief justice of the High Court are getting salary without work.

The President should take note of the observations of the former Chief Justice, S.P. Bharucha, that about 20 per cent of the judges of higher courts are corrupt and yet not punished due to the cumbersome impeachment procedures.

All judges of the High Courts must be appointed compulsorily from outside their home-States to avoid influence by local relations and former bar colleagues.
