Innocent neighbour killed, says delegate

KOCHI, NOV. 29. Just as he arrived in Ernakulam, Altaf Hussain heard bad news. A call from his wife, back home in Kupwara, Kashmir, told him about his neighbour's son, Tazheebul Haq, being shot dead as a `fidayeen' (terrorist) by the security forces on November 27. Hussain is one among the 35 young Kashmiri men who are here as part of the rural youth programme, conducted by the Nehru Yuva Kendra Sangathan.

"But he is no militant, I must tell you," said Hussain in anger. "In the name of militancy they have killed a good boy."

Nineteen-year-old, Tazheebul Haq, a student of Degree College, Handwara, was taken from his hostel, along with four others and killed, is what Hussain says. His charge is that the Government sometimes kills arbitrarily labelling innocent people as `fidayeen' (terrorists).
