The Regional Transport Offices (RTOs) in the State insisting on No Objection Certificate (NOC) when motorists approach them for renewal of driving licence is unwarranted, said K. Kathirmathiyon, secretary of Coimbatore Consumer Cause, a consumer organisation.
He said the public were facing difficulties while applying for renewal of driving licence even if there was no change in their residential address. “There are many who have obtained their licence in one RTO office and when they approach the new RTO office opened for their jurisdiction for renewal, they are asked to get NOC from the previous office by paying Rs. 100 as service charge,” he added.
If the jurisdiction was changed or bifurcated, it was the duty of the RTO offices to transfer the data to the RTO office concerned and no NOC or fees should be insisted from the licence holders.
When contacted, an RTO in Coimbatore said that they had issued specific instructions to their staff not to insist on NOC from the applicant if the RTO office was bifurcated and there was no change in the address of the applicant.
