NGT issues notices over projects upstream of the Mahanadi river

The National Green Tribunal (Eastern Bench) has issued notice to the Union Ministry of Water Resources, the Chhattisgarh government, the Chhattisgarh Environment Conservation Board, the Chhattisgarh State Level Environment Impact Assessment Authority and the Odisha government with regards to usage of Mahanadi river waters.

Admitting a petition filed Sudarsan Das, a social activist, who had pointed several critical issues in sharing of river water, the NGT directed government agencies to respond.

The petitioner had raised concerns relating to impact on environment and the population depending on Mahanadi in Odisha due to spate of barrage construction in upper catchment.

“In past five years, environment clearances have been granted for many projects by the Chhattisgarh State Level Environment Impact Assessment Authority (SEIAA) and the Ministry of Environment, Forest and Climate Change (MoEF) without considering its impact on the downstream population due to significant diversion of water from the Mahanadi and its tributaries in Chhattisgarh,” Mr. Das had pointed out here on Tuesday.

The applicant approached the NGT seeking restoration of balance by way of release of water in quantity and quality to meet the requirements of the downstream users as well the ecosystem in Odisha.

The applicant had prayed that no new project should be allowed in upper Mahanadi basin in Chhattisgarh without compulsory public hearing in downstream area.
