Sheila Govt. has failed on all fronts: Khurana

NEW DELHI DEC. 4. Charging that the four-year rule of the Sheila Dikshit Government in Delhi was marked by corruption, inefficiency and scandals, the Delhi BJP president, Madan Lal Khurana, today released a "chargesheet'' against the Congress Government accusing it of failure on all fronts.

Releasing the chargesheet at a press conference here, Mr. Khurana said the people of the Capital were fed up with the Congress Government and would give it a befitting reply in the Assembly elections due next year. The Sheila Dikshit Government, he added, could claim credit only for breaking records in corruption and looting the exchequer. The party chargesheet was prepared by a committee headed by the Leader of the Opposition, Jagdish Mukhi. Other members of the committee included, Nand Kishore Garg, Mewa Ram Arya, Subhash Arya and Vijendra Gupta.

Mr. Khurana said the Executive Committee of the party was going through the chargesheet and would prepare an appropriate response to it. Terming the privatisation of the Delhi Vidyut Board as the biggest scandal since Independence, Mr. Khurana said land worth hundreds of crores, assets and housing accommodation of the Board was bartered away by the Government for one rupee only. Further, the two private companies had been assured 16 per cent dividend and Rs. 3.450 crores subsidy for five years. A provision for giving power at Rs. 1.40 paise per unit in bulk after buying it for Rs. 2.40 paise has also been made which was scandalous. This power was being further sold by the two private companies to the consumers in Delhi at double the rate. The Congress Government should come out with a white paper on the issue otherwise the BJP will order a probe when it comes to power. ``The contribution of the Congress Government has been dislocation of thousands of industrial units rendering lakhs of people unemployed, shortage of teachers in schools, scarcity of drinking water but adequate provision of liquor, poor and sub-standard condition of the hospitals, a crumbling public transportation system, neglect of rural areas.

The hi-profile Sheila Dikshit Government's achievements are just confined to hollow claims with no concrete action,'' Mr. Khurana alleged.

The BJP chief said that the party was waiting for the verdict of the Supreme Court with regard to the closure of industries in non-conforming areas and then it would launch an agitation against the Congress Government for its failure to take up the issue effectively and properly relocate the closed down units at the new industrial area at Bawana. Mr. Garg termed the Bhagidari Scheme of the Delhi Government as the biggest fraud being played on the people of Delhi. The scheme has no legislative sanction nor provision has been made for it in the budget, but it continues to be given a hi-profile nature with virtually no accountability to the system.

Mr. Mukhi said till date he had not been provided with the Memorandum of Understanding which the Delhi Vidyut Board had signed with the two private companies. Stating that while the Sheila Dikshit Government had been successful in setting a trend in corruption in high office, the Congress-ruled MCD had earned the dubious distinction of having the highest number of Congress Councillors indulging in criminal activities, loot and fraud. Similarly, he said efforts were being made to take credit for the Metro Rail project which was initiated during the BJP regime and is now being put into operation when the BJP-led Government is ruling at the Centre.
