‘Poor construction’ of bunds criticised

ALAPPUZHA: Alleging bureaucratic apathy and use of unscientific technology in construction of protection walls and bunds in Kuttanad, the Kuttanad Samrakshana Vedi (KSV) has demanded long-term corrective measures in memoranda submitted to various authorities including the Chief Minister.

KSV, which has put together a video montage showing the consequences of unscientific methods used in construction of protection walls and bunds all along the shores of the Vembanad Lake and the rivers flowing through Kuttanad, has said that the poor techniques used to put up bunds have resulted in repeated bund breaches, which in turn have caused large-scale crop loss every year in the region.

According to KSV president Zacharia Joseph and secretary V. Gopinathan, there were several instances in which the same bund or protection wall was constructed several times in less than 10 years. The lack of coordination between the various levels of the three-tier panchayat system, minor-major irrigation divisions and other government agencies concerned was resulting in one agency dismantling and constructing a bund put up by another, they said.

Moreover, many of the bunds breaches were reported within days of it being constructed. Suggesting adoption of the Italian filling technology for bunds, KSV said the bund construction methods recommended in the M.S. Swaminathan Commission’s Kuttanad package too should be adopted. With the package containing various measures for bund construction and protection of the paddy fields from the saline water and flood water, the forum also said that the implementation of the package should not be delayed further.
