Lok Ayukta directive to KWA

THIRUVANANTHAPURAM: Acting on the basis of a complaint by a pipe company alleging that the tender conditions for the Japan-aided Kerala Water Supply Project were changed twice to favour a particular bidder, the Lok Ayukta has directed the Kerala Water Authority (KWA) not to accept any tender or take a final decision without further orders.

The complaint was filed by N. Chandrasekharan, regional marketing head of Jindal Saw Limited.

It said as per the initial tender conditions, new firms could also place bids.

But the Kerala Water Authority had subsequently altered the tender conditions to create an "entry barrier" whereby only firms with a field experience of at least 10 years could become bidders.

The complainant alleged that this was done with the connivance of the Kerala Water Authority top brass to help a particular pipe company to corner all the work.

The case has been posted for further hearing on August 25. K. Krishna Kumar, advocate, appeared for the petitioner.
