Five more waste treatment plants for urban areas

Faced with the challenge of finding a solution to the worsening waste management crisis across the State, the State government has initiated steps to establish integrated municipal solid waste treatment plants in five more urban local bodies in the State.

Suchitwa Mission, the government’s nodal agency for implementation of public sanitation and waste treatment schemes in the State, had earlier invited tenders to set up large scale waste treatment plants in Thiruvananthapuram and Kochi.

While the tender for the treatment plant in Thiruvananthapuram has been finalised and awarded, the tender process for the Kochi plant is still going on.

The Mission has issued fresh public notice inviting Request For Qualification (RFQ) for establishing integrated municipal waste treatment plants in Kozhikode, Thrissur, Kollam, Kannur and Kottayam.

RFQ has been invited from organisations, companies and consortiums to establish 150 to 250 tonnes a day capacity plants in Kozhikode, Thrissur and Kollam and 50 to 100 tonnes a day capacity plants in Kannur and Kottayam.

“We are looking for latest and most modern technologies in waste treatment, which is the reason why we have decided to invite fresh tenders for all these new projects. We are looking for technologies that can process waste with minimum landfill, leachate and no odour, and convert waste into useful output,” said Suchitwa Mission executive director George Chakkacherry.

He said that since the Public-Private Partnership (PPP) model projects will be implemented in Design-Built-Finance-Operate-Transfer (DBFOT) mode, the State government will not have to contribute any fund for initial investment and the establishment of the plants.

“The government will only have to provide land for setting up these plants. If they are power generating plants, the government may have to purchase the excess power after meeting the power requirements of the plant and supply it to the grid,” he said.

Pre-tendering process

ICICI-Kinfra Ltd, a State-level joint venture company, has been designated with the formulation of project documents and to derive the RFQ documentation. Mr. Chakkacherry said that the invitation of RFQ was only a pre-tendering process.
