‘Appointments, purchases in violation of norms’

Collector says appointment orders are missing

Says he is trying to streamline society’s functioning

PATHANAMTHITTA: The controversy over alleged corruption at the District Cancer Care Centre has taken a new turn with a sub-committee appointed by the District Collector detecting ‘serious irregularities’ in contract appointments and purchase of chemicals during the past decade.

District Collector Raju Narayanaswamy told The Hindu that the appointments had not been made by any responsible authority.

Mr. Narayanasamy said the secretary of the District Cancer Care Society, who is the superintendent of the district hospital, had told him that the appointment orders were missing from the society records. He had directed the secretary to issue notice to contract employees in the society and the centre to produce their appointment orders at the earliest. The sub-committee had found that the society had violated the Circular Memorandum issued by the State government on contract appointments.

Mr. Narayanaswamy said he was trying to streamline the functioning of the society and the centre, leaving little room for corruption in the backdrop of the sub-committee’s preliminary findings.

He said the sub-committee comprising the Additional District Magistrate, the District Medical Officer and the Financial Officer had said that the contract for supplying chemicals and reagents to the society have been awarded to two private agencies, flouting official formalities.

The Collector said the accountant of the society was not a commerce graduate and she would be replaced with someone from the list provided by the Employment Exchange.

K. Sivadasan Nair, MLA and society member, had alleged that centre was not catering to the palliative care needs of patients in below the poverty line category. He had said that the centre was not following rules, though it functioned on the district hospital premises.
