Speaker reserves ruling on legal sanctity of budget

A BJP member on Monday said the budget presented by Chief Minister H.D. Kumaraswamy did not have legal sanctity as it was the second budget in the same financial year.

“You are setting a bad precedence by allowing discussion on the second budget of the year. Such discussion is null and void,” BJP member J.C. Madhuswamy said. He pointed out that previous Chief Minister Siddaramaiah had already presented a full-fledged budget though he had taken only a vote-on-account for it till July end.

Responding to this, Mr. Kumaraswamy said even Parliament had seen presentation of two budgets in the years when there was a change in political dispensation. Speaker Ramesh Kumar reserved ruling on this issue, saying he would consult legal experts.
