‘Punish those insulting people with disabilities’

KOLAR: Karnataka State Federation of Disabled People and Parents convenor G.N. Nagaraj called upon the Government to enact a law declaring insult to people with disabilities a culpable offence.

The federation said the people with disabilities need educational and employment opportunities to lead a self-reliant life with dignity, Mr. Nagaraj said. He was inaugurating the taluk-level convention of the people with disabilities and their parents here on Thursday.

Mr. Nagaraj stressed on the need to evolve a single window system for issuing various facilities to the people with disabilities such as identity cards, bus and railway passes and pension.

While the governments were keen to provide the single window system to multinational companies, they are not interested in doing it for the convenience of the people with disabilities and mentally retarded people, Mr. Nagaraj said.

Intervention sought

While adopting a humane approach towards reaching various facilities to the people with disabilities was necessary, early intervention by the governments concerned assumed importance in preventing the disability, Mr. Nagaraj said.

He questioned as to what extent the Persons with Disability (Protection and Prevention) Act, 1996, which envisaged 3 per cent reservation in jobs for these sections was implemented in the State.

He highlighted the sorry state of affairs on the government machinery, which ought to lend a helping hand to the people with disabilities.

Explaining the shortage of competent expert doctors at district levels, Mr. Nagaraj questioned how the people with disabilities could avail the facilities under such circumstances.
