Announcing this after the district convention of the party unit, the former Minister and the father of Mr. Shivashankar, H. Shivappa, said the party had become a "chariot without a charioteer."

To curb the Congress and the BJP in the district it had become inevitable for the party unit to join hands with the Janata Dal (S), he said.

Talks were being held with the former Prime Minister and Janata Dal (S), H.D. Deve Gowda, he added.

The merger was a step towards building a strong force against the Congress and the BJP in the district, he said and added that the decision had been taken in the interests of the party unit workers.

To a question, he said, "Everything is fair in politics."

A conference of the workers of the Janata Dal (S) would be held in Davangere in the first week of March, when the merger would take place, he said.

The campaign of the Janata Dal (S) would also be launched then.
