No-trust motion against Goa Speaker defeated

A no-confidence motion moved by the Opposition Bharatiya Janata Party (BJP) against Speaker Pratapsingh Rane in the Goa Legislative Assembly on Thursday was defeated by 23 to 14 votes.

In the 40-man House, Health Minister Vishwajit Rane is not a member, while independent MLA Anil Salgaonkar did not participate in the voting. Deputy Speaker Mauvin Godinhao was in the chair.

In his reply to the motion, refuting the allegation of bias against the Opposition members in the House, the Speaker criticised the Leader of the Opposition for his failure to show restraint and give sufficient opportunities to his colleagues to speak in the House.

Stating that he was involved in public-oriented politics in his 38 years as a legislator, Mr. Rane justified his participation in public meetings in his Assembly constituency or his erstwhile Assembly constituency.

Chief Minister Digambar Kamat hailed Mr. Rane as a “neutral Speaker” and said that the ruling Benches have often felt that Mr. Rane was more indulgent towards the Opposition MLAs.

Earlier, in a verbal attack on the Speaker, Manohar Parrikar accused him of bias when it came to nominating the Opposition members on various House committees and not giving rulings on disqualification petitions against MLAs for over three years. He also accused him of indulging in party politics. He remarked that the Opposition members were not getting justice in the House during the proceedings.

Mr. Rane denied all these charges.
