District planning boards to be formed

CUDDAPAH: District planning boards will be constituted by passing a comprehensive legislation in the ensuing Assembly session, the Minister for Panchayat Raj, J.C. Diwakara Reddy, said on Monday.

The boards to be governed by a law would eliminate the need for district incharge Ministers, he told a press conference here. MPs and MLAs would be members of the boards without voting rights, and local needs such as irrigation, roads and infrastructure would be decided upon within the districts, he explained. The legislation was introduced in the last Assembly session but not passed due to a political conspiracy by some parties, he said.

The previous TDP Government issued G.O.s transferring 26 out of 29 subjects to local bodies, but they were not transferred in real terms, he alleged. Bundles of the G.O. copies lay in Hyderabad and not even sent to the ZPs or mandal parishads in the previous regime, he alleged. The Congress Government had initiated steps to strengthen local bodies, he maintained.
