Civic body exchanges land for power sub-stations

VIJAYAWADA: As part of a quid pro quo, the Vijayawada Municipal Corporation (VMC) has given a total of 80 cents (3,872 square yards) of land in the city to the Andhra Pradesh Southern Power Distribution Company Limited (APSPDCL) for the setting up of 33 KVA sub-stations.

The APSPDCL, on its part, will take up the works of shifting the electrical poles from their present position by about five to 10 feet on Mahatma Gandhi Road and Karl Marx Road without charging a single rupee from the civic body. This deal benefits the APSPDCL in terms of acquiring valuable land at its book value, while the VMC gets dual benefit - by completing electricity works on arterial roads without spending any money and by addressing long-pending voltage problem at three of its facilities.

Officials of the two departments clinched a deal to this effect last month. Following this, the APSPDCL commenced works of replacement of electrical poles on Mahatma Gandhi Road, besides laying foundation stone for the construction of two sub-stations near Skew Bridge and at Gandhi Nagar. It is planning to lay foundation stones for two more sub-stations at Kabela and Head Water Works this month.

Market value

The APSPDCL requires 20 cents (968 square yards) of land to set up a sub-station. Value of the land of its total requirement (80 cents or 3,872 square yards) will be a few crores of rupees as per the current market prices. The VMC, however, has given its consent to provide the land at book value and asked the APSPDCL to take up the electricity works free of cost.

Officials of both departments have estimated the value of land as per the price fixed by the Government and the value of works and have concluded that the land is worth Rs 1.8 crores and the works cost Rs 2.1 crores.

"Since it is a deal between two Government departments, we have decided to consider the land prices fixed by the Government," said municipal commissioner Natarajan Gulzar.

New sub-stations

"Besides getting our electricity works done, we will get qualitative power to our Head Water Works, slaughter house (Kabela) and pump house at Gandhi Nagar, where the new sub-stations will come up soon," he explains.

Officials of the APSPDCL too are happy. They need to take up works like replacement of poles and conductors from police control room to Benz Circle; from Padavalarevu to Ramavarappadu Ring; from Durga Nagar to Bhanu Nagar railway gate; and from Bhanu Nagar railway gate to Madhura Nagar railway gate.

"Since the land prices are very high in Vijayawada, we have agreed to this arrangement," says P. Anjaiah, superintending engineer of the APSPDCL. "Though we are getting sites free of cost in other places, we have taken the market value into consideration in this case," he says.
