3.5 crore people to have UID numbers by March

Project to be taken up in seven districts of AP first

The ambitious nation-wide Unique Identification Project will be launched from the State by Prime Minister Manmohan Singh later this month.

The first meeting of the Empowered Committee of Unique Identification Authority of India (UIDAI) chaired by Chief Minister K. Rosaiah here on Thursday decided to enrol 3.5 crore people, including children, and issue them unique identification numbers by March.

The project would be taken up first in the districts of Hyderabad, Ranga Reddy, Adilabad, East Godavari, Srikakulam, Chittoor and Anantapur, ITDA areas and a substantial SC population.

Partnership model

In a presentation to the committee, it was explained that the project would be completed on a partnership model with Registrars, Sub-Registrars, and enrollers with biometrics for accurate de-duplication. The State was expected to play the role of Registrar.

The Unique Identification Authority of India would issue numbers to each resident and not cards with online authentication. It guarantees only identity but not benefits or any other entitlements.

Later talking to reporters, Civil Supplies Minister Jupally Krishna Rao said Andhra Pradesh was chosen for the launch as it was far ahead of other States in its preparedness to implement the project.

The enrolment would involve biometrics - recording 10 finger prints and Iris image of every individual.


He said that the existing State government projects could be aligned to UID system which would store the data of every individual, the benefits sanctioned to them, his/her financial status, background.

The UID would also facilitate that the benefits of welfare and development schemes being implemented by the Rural Development, Civil Supplies, Social Welfare, education and other departments reached the needy.

The empowered committee comprises Ministers Sabitha Indra Reddy, Dharmana Prasada Rao, Botcha Satyanarayana, Anam Ramnarayan Reddy, Jupalli Krishna Rao, K. Venkat Reddy, Chief Secretary S. V. Prasad, Special Chief Secretary, Planning T. Chaterjee, UIDAI Director General R. S. Sharma, Chief Electoral Officer I. V. Subba Rao and other officials.
