Congress member Jairam Ramesh had an altercation with Rajya Sabha Deputy Chairman Prof P. J. Kurien who tried to cut short his intervention in Zero Hour. It was senior Congress member Karan Singh, who first pointed out that July 11 was the World Population Day and suggested the House held a short duration discussion in this session on population stabilisation, which he said, had fallen off the policy agenda. Mr. Ramesh was allowed to associate with Mr. Singh’s mention but just as he began to explain the concept of replacement fertility, Mr. Kurien asked him to merely state that he associated with Mr. Singh. Mr. Ramesh gave up his intervention and sat down in protest.
