Vigilant voters

Sir, - This has reference to the article on " Electoral law " by Rajeev Dhavan (March 21). It would be well neigh impossible to get all voters educated. Nevertheless, voters are now more conscious and cautious too in choosing their candidates. In a municipal election held about 25 years ago in a constituency in Nagpur, voters in a particular booth did not vote at all, but simply stood in the queue peacefully and dispersed at the end of the day. The polling officer had to carry an empty ballot box. In yet another election in Tripura, voters, out of frustration against candidates who did not fulfil their earlier promises, wrote "donkey, monkey, etc." on the ballot papers. So, any move to amend the Constitution to compel them to vote would be met by casting of invalid votes.
