Govt. refutes video manipulation charge

CHENNAI, JULY 6. The Director of Information and Public Relations to the State Government, says ``There is no truth at all in the statement by one Dr. P. Chandra Sekharan that there are manipulations by video editing and computer animation in the video clippings released by the Chennai city police'' of the arrest of the DMK president, Mr. M. Karunanidhi.

In a rejoinder to the news item published in these columns, he said in a press release: ``It is not known whether it is a mere surmise by Dr. Chandra Sekharan since there is no scientific explanation offered for his conclusions. It is pointed out that by mere visual observation of a video clipping, such an opinion cannot be given.

For forming and furnishing an opinion, examination is necessary of video morphing and video animation by computer graphics experts in the field''.

Referring to the other case of a `fake photograph' of Ravi, a proclaimed offender, the Director noted, ``It was in fact produced by Mr. Elango, advocate, on behalf of Ravi, before the TADA court, Chennai. This photo and other documents were sent for examination through the designated court. On examination, it was revealed that Ravi's head had indeed been substituted in place of the original face in the aforesaid photograph. Therefore this fake photograph was exposed by the official machinery during 1995. It was definitely not created by the Tamil Nadu police. The statement of Dr. Chandra Sekharan, as published, however, attempts to create an impression that this was exhibited to the press presumably by official channels with a view to imprisoning Dr. Subramanian Swamy. This is mischievous and falsehood''.

The Director also said ``disciplinary proceedings had been initiated against Dr. Chandra Sekharan for certain omissions and commissions during his tenure as director of Forensic Science and a senior IAS officer was appointed enquiry officer''.
