Dakshina Kannada DC cleared in KPSC exam. case

MANGALORE DEC 4. The Deputy Commissioner of Dakshina Kannada, A.K. Monnappa, who has faced trial on charges made by the Karnataka Public Service Commission (KPSC) that he had favoured a few candidates who had appeared for the Gazetted Probationers' Examination held in August 1998, has come out clean in the verdict of the Karnataka High Court issued on October 31.

The copy of the 128-page document that also contains the verdict of the High Court does not mention Mr. Monnappa as a party to the connivance with the examiners for promoting candidates in the examination. The issue pertains to some candidates belonging to a single family who secured high marks in the examination. The court order has not implicated Mr. Monnappa in any way.

Mr. Monnappa told The Hindu here today that the court verdict was a testimony to his honest service.

Mr. Monnappa, who had worked as Secretary of the KPSC, was involved in the conduct of the examination, and the results of the examination were declared at least six months after he was transferred out of the commission.

The court order says that Mr. Monnappa as Secretary of the KPSC had no role to play in the central valuation but to the extent of ensuring that the valuation work went on smoothly.

He said that he was not the person to be brought into picture to explain how and why some candidates got high marks as there was a chief examiner and a number of evaluators under him carrying on the evaluation work.

In his submission before the three-member committee of the KPSC, Mr. Monnappa stated that he had acted as the custodian of the answer sheets that were locked under his supervision. He denied that he had carried the answers of certain subjects any time because they were prepared only a few days before the commencement of valuation. However, the verdict expressed its resentment to the Karnataka Administrative Tribunal (KAT) for overstepping its jurisdiction in handling a public interest litigation in service matters.
