BMP launches 'Easy Plan' for residential buildings

BANGALORE Oct. 3. To help citizens get quick sanction for their residential building plans, the Bangalore Mahanagara Palike (BMP) has introduced a simplified ``Easy Plan'' procedure.

Called ``Sulabha Nakshe'', it details all rules and building by-laws and eliminates several of the requirements that officers used to insist upon earlier.

On Thursday, the Mayor, K.Chandrashekar, and the Mahanagara Palike Commissioner, M.R.Sreenivas Murthy, released the ``Sulabha Nakshe'' booklet.

They told presspersons here that the bi-lingual booklet had information about officers authorised to sanction plans in various parts of the City, plot measurements, application procedures and documents that were to be submitted with the application.

There was also a table to help applicants calculate fee (to be paid to the Mahanagara Palike), the space to be allowed on all sides of the plot (setback), the coverage, the floor area ratio and the kind of house that could be built on a given plot.

Another salient feature was that it helped an applicant on the area of ``setback'' space he had to leave vacant around his house. This varied depending on the size of the site, they said.

Earlier, the plans were being sanctioned at different levels and stages, from various offices. Now, the Mahanagara Palike had authorised its assistant executive engineers of the sub-divisions concerned to sanction house plans (for ground and first floors alone) for a single family, Mr. Murthy said.

From now on, people could get sanctions for house plans on sites of different sizes from a single office. Earlier, they had to go to the offices of the assistant executive engineers, executive engineer, chief engineer, engineer-in-chief and the commissioner. The new scheme also enabled "door delivery" of sanctioned plans. All the applicant had to do was follow instructions in the ``Sulabha Nakshe'' booklet and submit applications with all documents and a plan prepared by an authorised architect/engineer. All deputy commissioners' offices would have a list of such registered architects and engineers.

Fee for road cutting to lay pipes for water supply, sanitation and electricity connections could now be paid with the application for plan sanction. The entire matter would be processed and sanctioned in 15 days and sent to the applicant through registered post.

The booklet priced at Rs.50, is available at the offices of the Mahanagara Palike100 wards, 30 assistant executive engineers and the 30 assistant revenue officers.

The booklet has been prepared and issued by the Town Planning Department of the Mahanagara Palike with the help of a retired assistant executive engineer of the Mahanagara Palike, M.Kenchappa.

It, however, applies only to single-family units wanting sanction for ground and first floor (and basement, if any). Plans for hotels, housing and commercial complexes do not come under its purview, as the zonal deputy commissioners will sanction them.

Commencement certificate

The Mahanagara Palike has made it mandatory for people who want to build houses to obtain a "Commencement Certificate" before laying the foundation. Hitherto, the certificate was compulsory only for commercial buildings.

The Mahanagara Palike has now specified that this certificate should also be obtained for residential buildings.
