dated July 22, 1959: Berlin negotiations

The Big Four Foreign Ministers held secret talks in Geneva on July 21 amid feeling in the American delegation that the East-West talks were rapidly approaching a showdown. Mr. Christian Herter, United States Secretary of State, was reported to have told Mr. Andrei Gromyko, the Soviet Foreign Minister, on July 20 that if agreement on an All-German Committee was a condition of continued Berlin negotiations, the two-month-old conference might come to a rapid end. Unless the talks got on to fertile ground, they were likely to end pretty quickly. The feeling in the British delegation, however, appeared to be less pessimistic.
