Mr. Humayun Kabir, Union Minister for Scientific Research and Cultural Affairs, stressed the need for promoting a better understanding of Indian culture in foreign countries “with a view to furthering the cause of federalism in human conduct.” He was inaugurating the annual meeting of the General Assembly of the Indian Council of Cultural Relations in New Delhi on February 22. Mr. Kabir informed the Council that the Melbourne University had decided to open a Department of Indian Studies and an Indian was likely to be appointed as the first head of the Department.
