Sir, -- Higher education is a marketed service. Each self-financing college should market its brand of higher education with a right to fix its own quality and price. The UGC had in the 1960s suggested starting of autonomous colleges in India with their own courses and fee structure. The idea behind it was that higher education should be a branded quality product available for a price. . Higher education is a non-merit service for which the user-cost must be recovered from the beneficiary.
