There has been a growing number of child beggars in the State in recent years. Deploying children, some of them maimed or disfigured, for organised begging activity has become a huge racket involving several groups, many of them operating from outside the State.

More than being a law and order issue, it is a social malady that has created fresh insecurities among parents of young children.
