Sir, -- The managements of self-financing professional colleges have every right to fix the fees. This is relevant if read with Article 30 of the Constitution on the right of the minorities to establish and administer educational institutions. Infrastructure facilities are the obstacles to be surmounted by the managements. The opportunity-for-all element should be made applicable to Government colleges only. Of course, the quality control ought to be a Government prerogative. Reservation should be limited to employment only. Deserving poor students should get governmental support as well as scholarships from companies and factories. Differential fee structure is indispensable.
